The Jammu and Kashmir Board of Professional Examinations (JKBOPEE) has received a shortfall from various Government Medical Colleges of the UT of J&K to fill up NEET PG shortfall seats which have become available due to non-joining, resignation/surrender of a seat or vacant seat during first round of counselling, therefore the JKBOPEE has notified for information of all concerned candidates that the Board shall conduct the Second Round of Online (Upgradation/Allotment) Counselling w.e.f. 10-12-2025 to 12-12-2025 (Midnight).
The following candidates shall be eligible to participate in the Second Round of Online
(Upgradation/Allotment) Counselling:
- Candidates who did not get any seat in the first round.
- Candidates who have been allotted a seat during the First round and have joined the College/Institute.
- Candidates who have been allotted a seat during the First Round but could not join due to any of the reasons, like deficient/invalid documents, non-submission of fee, non-reporting for admission, etc.
- Candidates who have resigned by or before the last date of admission of the allotted seat of First Round at the College/Institution.
- The eligible candidates who have qualified NEET PG-2025 and who have already registered but have not participated during the First Round of counselling are also eligible for this round of counselling. They must deposit the counselling fee of Rs. 2000/- online and fill the preferences for the 2nd Round of Counselling.
- Only such candidates will be allotted a seat who have made a payment of counselling fee of Rs. 2000/-(non-refundable) prescribed by the Board and filled online preferences within the period prescribed by the Board, i.e. 12-12-2025.
- The candidates who have paid the online fee during the 1st Round shall not be required to pay any fees during this round of counselling.
- In this round, only vacant seats shall be filled from respective categories, as from where short fall has been received, i.e. the seats left out by the OM candidates during the 1stround shall be allotted to the OM candidates, and those left by the category candidates shall be allotted to the category candidates based on merit-cum-preferences. However, if a seat is allocated to a reserve category candidate by applying rule 17 of the reservation rules in round 1, the seat so vacated shall be filled by an OM candidate based on merit cum preference.
- Only those candidates who figure in the Revised Provisional merit List notified vide Notification No. 173-BOPEE of 2025 Dated 19-11-2025 are eligible for the allotment/upgradation of vacant seats.
- The counselling for Management Quota of Hindu Minority (HM) and NRI Quota Seats shall be held separately in due course of time as and when notified by the Board. Hence, all eligible candidates are advised to remain in touch with the Official Website of J&K BOPEE regularly for the latest updates in this regard.
- The Seat Matrix shall be available on the official website of the Board before the start of the process of online choice filling.
- Mere filling up of online preferences shall not confer any right of admission to any candidate unless and until their eligibility is verified by the concerned colleges/institutions to which they will be provisionally selected.
- The other Terms and Conditions shall remain the same except that the seats vacated due to upgradation during this round shall be allotted simultaneously based on merit cum preference as mentioned in the e-Information Brochure / Notifications / Notices issued by the Board from time to time in this regard.
